Adobe Creative Cloud is the industry standard. It's essentially a whole library of powerful adobe software including Photoshop, Illustrator, InDesign, and much more.
Photoshop, for the most part, is more than adequate for your graphic design needs as far as merch designs go.
GIMP is also an excellent option as it offers pretty much all the functions of Photoshop for the low, low price of FREE!

Build Your Portfolio:
